The Arizona Department of Administration, State Procurement Office (SPO), and our community of delegated state agencies purchase billions of dollars’ worth of goods and services annually. The goal of SPO is to ensure that Arizona taxpayers receive quality products and services at the most competitive price. We invite all businesses to participate in the State of Arizona’s purchasing program.

State Agencies

Political subdivisions, comprised of Arizona towns, cities, community colleges, school and fire districts, and counties, may use SPO cooperative statewide contracts at their discretion. Political subdivisions generally operate under procurement rules enacted by their individual governing boards. In addition, select nonprofit corporations may become members of the Arizona State Purchasing Cooperative. What Suppliers Should Know About APP

On October 22, 2018, SPO implemented the new Arizona Procurement Portal (APP), an internet-based e-Procurement System for use by all state agencies. It establishes uniform standards in state procurement procedures and centralizes purchasing information. APP provides the public with an easy-to-use portal to register as a supplier; subscribe to receive bid/ solicitation opportunities, view contract information and securely submit confidential bid information. In addition, the system allows suppliers to more easily provide information about products/services they offer and allows the State to create catalogs of items/services to make it easier for State buyers to find what they need.

Are you registered in APP?

Suppliers must self-register in APP to participate in procurement opportunities with the State. Keep in mind:

  • Suppliers may update their registration information at any time.
  • Once registered, suppliers receive email notifications of solicitation opportunities. Email notifications are based on the commodity codes selected in the vendor profile.
  • Solicitations issued through APP require interested suppliers to respond by submitting offers electronically - for Requests for Quotes (RFQs), Invitations For Bids (IFBs), and Requests For Proposals (RFPs).

Registration is simple, easy and FREE. To begin the registration process, visit http://app.az.gov and click the tab titled Want to do business with the State? You will need your entity’s exact legal name as registered with the federal government and your federal tax identification number to complete the process. Registration takes about ten minutes.

How to access State Solicitations: All solicitations over $10,000 conducted by SPO are on the http://app.az.gov site. Eventually, all state agency procurements over $10,000 will be on this site as well.

What is a Contract?

A contract is a legally binding agreement between the state and a supplier. The State of Arizona has a total of over 5,400 contracts that it's Agencies, Boards, and Commissions utilize to fulfill their individual missions. Of this total over 2,400 contracts are statewide contracts which are available to all agencies, boards, and commissions to procure goods and services.

What is the term of a contract?

Generally, most contracts have term for a one (1) year period subject to four (4) additional successive periods not to exceed five (5) years. For specific details check a particular contract at app.az.gov.

Threshold Levels for Procurement Methods

State agencies may make unlimited purchases when purchasing from existing state contracts. However, when goods or services are not available from existing contracts, state agencies may use the following procurement methods:

$0 - $10,000: For purchases where estimated cost is less than $10,000, adequate competition and documentation is required.

$10,000.01 - $100,000: For purchases where the estimated cost is greater than $10,000 but less than $100,000, a Request for Quotation (RFQ) is required. Purchases or contracts must be awarded to small businesses, if practicable.

$100,000.01 and up: For purchases expected to exceed $100,000, formal solicitations such as Invitation for Bids (IFB) or Request For Proposals (RFP) may be used. Formal solicitations must be issued and available to vendors for at least 14 days. Legal advertising may be required.

It is to your advantage to accept a procurement card, currently a VISA card issued by US Bank. Most state solicitations require Purchasing Card acceptance. The Purchasing Card Program is used primarily for small dollar purchases under $10,000 inclusive of tax, delivery and any other additional charges or State contract purchases. Purchases can be made from state or agency contract suppliers, or if the item is not covered under such a contract, from a supplier selected in accordance with purchasing policies and procedures. The Arizona Procurement Code

Procurement for the state is governed by Arizona Revised Statute, Title 41, Chapter 23. as well as the Arizona Administrative Code (AAC) Title 2, Chapter 7. Additionally the State Procurement Office has a combined Statute with the Administrative Rules and Regulations for ease of use in the the State Procurement Code.

How do I get Awarded a State Contract?
The state has contracts that provide its agencies the diverse goods and services needed to fulfill their respective missions and purposes. Notices are posted on our e-Procurement system the Arizona Procurement Portal (APP) when goods and services are being solicited. To be sure you are aware of solicitations that pertain to your company, it is prudent to create a profile in APP and list the commodity codes that your company offers. When the state issues a solicitation with the commodity codes specified in your profile, you will be notified by email.
